MEDICAL CONTROL PLAN

Medical Control is (a) the advice and direction provided by a physician or under the direction of a physician to certified first responders, emergency medical technicians or advanced emergency medical technicians who are providing medical care at the scene of an emergency and (b) indirect medical control including the written policies, procedures, and protocols for pre-hospital emergency medical care and transportation developed by the state emergency medical advisory committee, approved by the state council and the commissioner and implemented by the regional medical advisory committees.

The Westchester REMAC has established a plan by which Medical Control is implemented in the region:

APPLYING / TESTING FOR ON-LINE MEDICAL CONTROL PHYSICIAN

To be credentialed as an On-line Medical Control Physician in the Westchester Region, a physician must:

• Be employed by a Westchester Regional Medical Control (MC) or Special Resource (SR) Hospital

• Be New York State Licensed MD or DO

• Complete an Medical Control Physician Application
  (support section MUST be signed by the MC or SR Hospital ED Director)

• Successfully complete (80% or better) an open book, written exam on the Paramedic Protocols
  - Medical Control Physician Protocol Test
  (The current Paramedic Protocols may be found on the Protocols, Policies, and Advisories subpage.)

• Review the Regional EMS System Overview Presentation
  - OLMC Regional System Overview (MS PowerPoint)

• Successfully complete (80% or better) an "open book" exam for the System Overview presentation
  - OLMC Regional System Overview Exam

A complete OLMC application package must be MAILED (faxes are not accepted) to the Westchester Regional EMS Office (may be sent via the MC or SR ED Director) and MUST include:

• the OLMC application with a copy of his or her NYS DO or MD license, and a copy of a government issued photo ID (e.g. driver's license, passport)

• the completed OLMC Paramedic Protocol Exam

• the completed OLMC Regional System Overview Exam

MAINTAINING / UPDATING MEDICAL CONTROL PHYSICIAN STATUS

To be maintained as an On-line Medical Control in the Westchester Region:

• Remain employed by a Westchester Regional Medical Control or Special Resource Hospital
  (See listing of regional facilities on the Hospital subpage.)

• Promptly seek to change official primary MC or SR hospital if regional affiliation changes
  - Medical Control Physician Update Form

• Notify Westchester Regional EMS Office of changes in contact information (address, email, etc.)
  - Medical Control Physician Update Form

• Complete any required MC updates issued by the REMAC:
  - THERE ARE NO UPDATES CURRENTLY

All exams should be turned into the Emergency Department Director or his or her designee for submission to the Regional EMS Office.

ON-LINE MEDICAL CONTROL PHYSICIAN ID CARDS

Staff  are able to take photos for the Medical Control Physician photo ID cards Monday through Friday (except for holidays) in Regional EMS Offices at the Department of Emergency Services Training Center, 4 Dana Rd., Valhalla, NY

Normal business hours are 8:30 am to 4:30 pm.  It is strongly suggested that the office is contacted beforehand to ensure that both the staff and the system are available at that time.  Please call the Regional EMS Office at 914-231-1616 for more information.
